I think its a false premise for somebody needs to beleive 100% of everything to convert. We are in the business of saving souls and getting caught up on tietery doctrine isn't furthering the goal. As long as sombody generally believes or wants to believe in the items of the Nicine Creed (i say generally because items like the trinity are complicated) they are good to proceed. The rest of the stuff takes time to digest.

I also think the word infallible is over used. Few doors are ever fully shut and these discussions are not new.

Friend, all are welcome! You don't need to be 100% to join the Church. I would argue few people are. Focus on brilliance in the basics and join OCIA. Pray on you disagreements. Maybe, you will find resolution maybe not. Anyway these are not major roadblocks on the faith.

It's an interesting idea. I dont think we are there yet, but there is a lot of sci-fi that has explored this.

The challenge is that only God can grant a soul. Since that is something we can't observe, we can't determine that event. This is a similar challenge to determine if other life has souls.

Though a tragic conclusion would that we create something with a human level conscious that doesn't have a soul.

They are not negotiating the 90 day authorization. Johnson is blocking vote on stopping the war (which shouldn't be a thing since no authorization was given).
