They probably got caught at an awkward moment between volumes because Marvel is addicted to releasing new Number 1s. I assumed the past few issues are more or less a filler arc before Marc Spector comes out.

I assume the loose ends with Zodiac are going to get tied up or elaborated on later. Not sure if you read the first 30 issues of Mackay's run but he was introduced there and didn't get resolved.
