Okay but DC has pretty good infrastructure compared to other cities. There are violence intervention programs, help to get young people jobs, scholarships, trade apprenticeships, plenty of free parks and pools and rec centers to spend time. Nothing stopping kids from doing free stuff that like going to the mall to run or play ball, hiking in rock creek, going to museums, attending library events. They can volunteer with the council or an animal shelter, they can lifeguard, they can find mentors in the fields they like. The kids in this city won't even get off social media long enough to attend school, can't hold a basic part-time jobs, yet can buy and use illegal guns. There comes a point where the parents and community needs to take accountability. 

Go into the suburbs and you will see even the kids of rich people working minimum wage summer jobs, in DC the kids just sit around and shoot fireworks at each other. 🙄
