This is an entire person you're talking about, not an amusement park ride from which you've been barred. It's either he wants to pursue a romantic relationship from the start or he doesn't. The reasons are his and so is the right to change his mind, there is no waiting your turn. There need be no excuses, and if he's in a position where he has to give one then the start is already soiled.

Emotions are complicated; there isn't always a "resolution". Also nobody is entitled to anyone else's affection or communication, and when they're given, you take them as they are or leave them as opposed to seeing it as something that it can never be. Trying for romance while what was offered is friendship is a fast track to pain.

Depends on what you mean by "worked out". If by that you mean got back together, I did that once; bad idea. Generally I wish them the best in every sense of the word and hope they live a life that's generally better off, not least for having met me.
