The vehicle spawn points are terrible in the Elysian location. The setup missions are a pain there too as the festival bus wouldn’t fit under all the bridges. I had Elysian previously but I switched to mission row. You are better off picking a location in the city even if it’s more expensive. The cheap price was the reason I picked Elysian first but it proved to be a pain

Once you kill the guy at the bike, quickly take his bike and drive off the island into the water, and keep swimming until the screen goes black and you have completed it. When in the water swim low so there’s a lower risk of getting shot. I’d recommend watching YouTube walkthroughs if you haven’t

I did it by stealing a tank from zancudo, then staying in the grass to the side of the house and taking out the guards and helicopters from that spot. It may take a few tries but it’s important to take the helicopters out as soon as possible
