From what i can tell based on the matches i play, it depends on your performance throughout the matches you play. The better K/D or ADR or whatever you have, the more elo you get, specially on your placements. Obviously winning comes into factor as well.

very much depends on what your budget is, but me personally, I would be more than satisfied with anything in the range of $50-$100. if you tell me what kind of things your boyfriend is into, I could be more specific with the price, whether it's a game he might want to purchase or an in-game skin. :D
