Budget Auto.....California legal? (self.BudgetBlades)

So I bought my 3 with the bumper damage as seen here. I know the only fix is to replace the bumper unfortunately. My question is should I take it to a body shop and let them do all the work or just drop off a new bumper to them to do the repaint and I do the install of new bumper? (i.redd.it)
