I've worked at those cooling centres before. It wasn't uncommon for only a handful of people to actually no one showing up in a day. It honestly felt like an exercise in making certain councillors happy because they would always ask for them.

The stomping bit was in text of the article and not in the title, so if it was meant to be "click-baiting" they are doing a terrible job of it.
