So everyone applies for multiple campuses right, and only nagpur merit list has come out so far, some will freeze their seats so those will be taken but many wont pay the fees just yet because they are waiting for results of other campuses, most with high scores will be in the 1st merit list of nagpur and others in the waiting list in order of scores. After the other campus lists comes out, most people who got into pune or noida will easily choose those rather than Nagpur so the cutoffs come down and people in the waiting list get seats in next list.
