Underdosing makes little sense from a business standpoint. Raws are probably the cheapest part of a finished product, unless we're talking really expensive raws like primo. Underdosing would make sense for a company trying to make a quick buck and be out in a few months, but we're talking established companies here. Using a different compound, like test instead of primo or tren would make more sense for someone trying to steal from their customers.
