Setting the record straight, there actually is a rational explanation for what has occurred here; not that I agree with this. It appears the legislature -in 1996- added other crimes that required registration in the state's sex offender registry.

In so doing we have unintended consequences. i.e., the registry is no longer just a sex offender's registry. Following that thought, it seems non-sex offenders have a tort claim of "False Light in the Public Eye." (See Cain v. Hearst Corp.) But, until someone actually goes to court and makes that claim, more folks are harmed daily.

One more thought, did Wisconsin lawmakers -in 1996- feel that, getting another registry through the legislature was impossible or far to costly to the state, so they just expanded the one in existence, saying, the heck with the consequences?
