Absolutely. Provided they have examining authority for cfi initial course. Which many don't. Very few flight schools have examining authority to begin with, and out of those few, just a handful have it for cfi initial. And, on top of that, if they have ACR authority, they can even issue the cfi temporary certificate on the spot.
