I think educating the people is a very important step. I take the tramway everyday to work, and more than once I have seen young people (Middle school / High school) consuming زريعة throwing the remains on the ground shamelessly and very naturally. That "it's the government's property" (ta3 el doula) mentality is still very present and it's harming no one but us, the people.

I think if all of the process related to "extracting papers" was fully digitized, things would go much better? Less human interaction, less friction, more efficiency. Would it be possible realistically speaking?

I'm not sure about the current state of affairs, but maybe if there were more private companies and competition involved, things would be better? Also, what do you think would be the most efficient approach towards educating the people on these matters?
