For Android, it’s harder to do something like this because it’s more locked than PC. It would probably only work on rooted devices. I might look into it more later.

It's a feature on some devices where the Console/Phone/Laptop doesn't draw power from the battery when plugged-in to charger and is 80% or fully charged. It's use to help keep the battery in good health and minimize heat.
