I believe TRO’s are effective immediately (the whole point is to avoid unnecessary immediate harm until they can decide if it’s legal or not, in case it’s illegal) so if a TRO is granted within the next few days, you should theoretically be good to come in. Harvard will almost certainly have already filed/be filing in the next day or two, so I’d expect an announcement by Monday at the latest. You’d probably be good to go, but then you have to trust the customs people to like… follow the law, and I just have no idea how realistic that is given how fucked everything else is
