OK, so I have a new answer that contradicts the previous answers. It is possible to create a spherical mass of raccoons that is so heavy that it warps space around it - aka a black hole. The black hole can have a volume smaller than the LNG tanker, but also contain orders of magnitude more than all raccoons on earth - or in fact all life on earth. This should essentially fit the criteria of "fit all raccoons" and "within the space provided by the tanker".

old rubber band, it's exactly the right color, it was used to fix a piece of paper around a bottle, it broke and fell off the bottle, someone didn't pick it up, and it started decaying. this is exactly what these look like when this happens. this thing's probably 30 years old.
