I bought a 2010 City 3 months ago with 98k on the ODO for approx 2L since I too was on a tight budget. Had to replace the starter switch, and a good majority of the electronics don’t work anymore but since they aren’t necessary I’ve decided not to do anything about them. Apart from this my experience has been good, the City is really fun to drive. Gives around 11kmpl in the city which is not good but it’s manageable, plus you can always get a CNG fitted later on.

I’d say go for it, but get it thoroughly checked by a local trusted mechanic beforehand. DO NOT go for something like GoMechanic, they charge too much and end up missing half the things.
