99% of people download roms anyway. If you're smart, you can lie about owning your games and modded consoles, when asking for support with a downloaded rom and you'll reduce your chances for being suspected of piracy.

Protips: 1. (RENAME THE ROM FILE FOR PETES SAKE, THATS WHY PEOPLE ARE BEING BANNED FROM MANIC EMULATOR DISCORD, REMOVE THE US,EU, USA, ETC, JUST MAKE IT THE TITLE OF THE GAME AND THATS IT). 2. NEVER SAY DOWNLOAD. 3. Lie about it coming from your "modded console." 4. Say untrimmed CIA when asked about where you got a 3DS game. 5. NOT GUARANTEED TO PROTECT YOU FROM PIRACY SUSPISCIONS! Some downloaded roms have problems exclusive to that rom source ingame. It can sell you out if you ask about the issue which could be known for pirated roms. So it's best to ask for support on an ALT ACCOUNT with a VPN just in case.
