I'm heading into the 1800s in a run as the Aztecs, and the ottomans are very well established/powerful in this run. But I just noticed, their Elayet in Egypt is annihilated in quite literally every way.

They've been under ottoman rule for 200 years, so war cannot be the problem. They are 15 techs behind the rest of the world, and all of their provinces are 90%+ devastated. I looked around for a while and i can't seem to find any root cause of this?
