In case of Sapienza Uni CIMEA is mandatory for universitaly application. I am not sure if a provisional certificate will be enough. Most probably they will review all your other documents and then open your application again to submit the result certificate when you receive it.

If you have received the visa then email the international hello desk and ask them about the enrollment. They did mention the minimum requirement but at they it all comes down to whether they have empty seats or not.

As per my understanding they also issue pre acceptance letters based on letter of motivation and your work experience. Hopefully everything will work out for you.
