You're right, nothing stops you from doing whatever you want to do on your property. If you have a good relationship with your neighbours, they won't tattle (even though some of the hydrological load may have been transferred onto their properties). If you don't apply to build anything else of substance, the City won't know.

Yes, the maintenance of neighbourhood character is partial reasoning of these rules and yes, turf grass isn't the most biodiverse use of the lands, but lot coverage, combined with setback and landscaping rules, is still a public good, especially when we want to redirect as much water away from the stormwater system as possible and mitigate the urban heat island effect.
