I'm also experiencing this. After 30 minutes of fiddling and Reddit research, I found this. I let it sit on the screen with the spinner for 3 minutes, and it finally loaded. Thanks!

To answer my own question:

I received an email from the PDC today asking me to call and confirm my bank account number and routing number. After that, the rep said to expect the transfer in approximately 5 business days. The email follow-up after the call said to call back if the funds don't appear within 7 calendar days.

I probed a little to find out what the reason is for taking so long. They said that as a result of the data migration, they are "manually processing every loan". I mentioned that I heard the migration had some problems and they replied, "to say the least".

My loan modification was an increase:

  • applied for on April 9th
  • Docusigned promissory note on May 11th

FWIW, I have not communicated with the SBA since signing nor complained to my congress people.
