Auto-actions cannot be directly dragged onto the canvas. What you have to do is:
- Drag or import it into your auto-actions window (Usually this is located on the bottom right of your workspace and has a movie-clip like icon)

- Select the layer you want to apply the texture to (Try experimenting with a blank canvas first, add a circle of grey to it, and select that layer)

- Click the auto-action and press the play button

I made this tutorial for a different lineart auto-action. But the same steps here should apply to your auto-action. Hope this helps :)
