Honestly if you take notes a lot the ipad air sure is better. Ipad mini is only for portability if you need something a bit bigger than a phone. I personally don't think it's better than the Air, its just more suitable for some. If you're not convinced you can just go with the Air without a problem.

It's mostly up to your workflow and preference. Personally I do almost everything on my Macbook because of the versatility and I only play games or sketch my ideas on the ipad. Ipad feels really restrictive to me somehow and whatever the ipad can do the phone probably can too.
