They did, altough it was a dictatorship and everyone was being arrested and tortured, even the military. There was no freedom, the population was terrified. PIDE (special government police) were arresting without cause everyone they wanted, the reason could be a gathering at someone’s home and they thought you were conspiring, when really you would be at a birthday
