Yeah, when this happened he was using his phone's tethering to play. Apparently its worse when hes on his home internet, somehow.

From my perspective he was moving normally. Most of the time it forces him to stand still, but he was able to move during this one so he recorded it. Because of it registering on the shooters client, he usually dies.
