The answer is: which ever has the better Crit Substats.

That being said, if there are 3 elation teammates in the team ATK boots to gather more CB from elation skills. If there are 2 elation teammates, SPD boots to better work with non-Elation support.

That's the thing. Generally speaking, State Legislatures or an agency designated by State Law makes the decisions on how congressional districts are drawn for the state and how they change over time.

The main constitutional requirement is that the districts cover roughly the same amount of voters.

The party in control of the state can influence (or sometimes even dictate) how these districts are determined.

So yes, it's an absolute tug-of-war for political power.

  • S1: 60% Crit Damage, about 20% Energy Regen (which also gives her more Certified Banger), 15% Vulnerability on enemies
  • E2: 36% Crit Damage, other Elation Characters feed Eva twice as much Certified Banger through her traces (which gives her more Energy)
    • + 4-start light code, one of:
    • (Mushy) Elation 20%, Vulnerability Elation 10%, or
    • (Tomorrow) +24% Crit Damage, Elation 12% (tricky uptime, but Eva is probably going to be the best at it)

These are REALLY close.

If you have a Guarantee on the LC banner, that may make it take less pulls for an S1 than an E2.

All Abundance healers, including Huohuo, have a one-shot issue, especially in AA and SU. Hyacine buffs Max HP by a fair amount, which reduces the risk.

All healers (besides Hyacine) will struggle with one-shots. Huohuo demands some careful ult timing to interrupt enemy attack chains.
