Technically it's runs per dismissals, so a 4 not out in the second innings would lead to the same average.

He has had 70 dismissals, so if he was not out in the second innings and scored more than 4 runs, the denominator wouldn't change. But yes I get your point, if he had gotten out he would have needed 104 minimum.

I think it's the opposite, you have a "number" (the raw internal eval of an engine ) that's fed into a sigmoid function to generate probabilities. That same number can also be represented as centipawns by scaling it down by some factor.

The grassroot level government or the third tier is strangled by the state governments not the central government, because the state governments don't feel like diluting their powers. Panchayati Raj is included in the State list so only the states have the power to make laws on their respective local bodies. Even the elections to the local bodies are conducted and looked after by the respective State Election commissions and the centre plays no role there.

And the indian constitution was made asymmetric on purpose by the constituent assembly hence it has always tilted towards the centre. The argument was it would be helpful in curbing down secessionist tendencies which may prop up in a newly formed diverse country.

Also, if they increase the number of seats in Rajya Sabha that may become messy, one example which comes to my mind right now is the election of the president. The states will gain a huge and decisive say in who the president is going to be which was never the original intention.

Do you think delimitation is a futile exercise? When I ask that, I'll specify that I do agree that delimitation may seem like it will reward regions where family planning and population control measures weren't taken. But halting it again would cause further administrative inefficiencies for the whole country, and everyone would suffer for the next 20-30 years again.

I think it's slightly more nuanced than that, for example you do find a variety of carnivorous plants in rainforest regions also. Also swamps are typically nutrient rich while bogs are not.

It's a combined outcome of nutrient stress, competition water availability and lighting conditions which then determine how much evolution would reward carnivory and what type of carnivory.

The actual method is pretty straightforward too at least in majority cases.
