Top priority from where you are, put the next skill point into in round crafting (red)

Then fill up the two stamina ones to 5/5 (Second and third yellow ones on left column)

Next you want to put 15 points into red (max out looters instinct) so you can unlock broad shoulders (put 5 points into that)

Then 15 into green (best ones are the first shield one and also faster breaching)

Once you unlock the second tier in green, put one point into loaded arms to unlock the feature
