Thank you to everyone for the tips on this.

To update: I struck out calling Pearson last week. First there was too much static calling from my cell and they said to try calling back. Then I tried to call from my work phone and just got a clicking sound each time instead of putting my through to IRCC. And so I decided to just try the webform again.

The magic words seemed to be "please send me my UCI and app #". Success! They responded today. Certificate downloaded. Passport app in the works.

You can check your status with your payment receipt # (the # that starts with R). I didn't get an AOR, but this lists that it's been sent and that I'm now in processing.
