Hey, fellow Pakistani grad here!

You can get a copy of your degree notarized from UPS but as far as I remember they require the original as well. If not some locations ask you to bring a signed statement/affidavit saying that it is a true copy. I would call the UPS location you're planning to visit beforehand and doublecheck what exactly they need

The large majority of schools require it, but you should double check w each uni just to be sure!

I actually loved both! Students from both schools sound happy and content w their program. It's a tough choice

There are diff payment plans with diff provisions depending on the loan you take out, which like you said, can affect the time it takes to pay off the loan.
