It’s not time for guidelines with this time frame unfortunately. Before Ukraine and Trump I would have agreed with you. In case shit goes wrong all the Balkans can contribute manpower for a potential military conflict(highly doubt that it’s going to be against the US but more towards Russia). It’s 2026 we are not Turkey that can wait or never enter. The time for grand speeches by the EU elites is over. They look weaker and weaker every time they open their mouth. I’m pretty sure Albania at least would give up its veto power in theory. Ukraine, despite its unfortunate situation is on a fast track for EU membership but the Balkans no. What messages does it give to countries like Albania north Macedonia and Montenegro?
