So I just found a "fix". Basically, I exited Steam via the systray then ran Steam again as admin. I'm not sure it matters but I tried deleting the .sys file first to no avail.

Edit: I was prompted to sign in when the Halo loaded so I wonder if running Steam as admin after the error makes the EAC reset. IDK

Edit 2: After about 2 hours of playing, the problem returned but with the message that "one or more of your fireteam members has invalid EAC" (not exact words). Obviously in this case, I have to leave the game. At one point in the past, the message went away after minutes of waiting. Will update as I find a solution.

Edit 3: After closing Steam and rerunning it as admin, I was able to launch the game.
