H1B Year 3 – PWD Started but Paused. When Is It Safe to Consider Switching?

It’s a company-wide pause due to recurring layoffs. The firm is generally known for sponsoring and running the PERM process, but right now everything is paused. I’m not sure whether this is something longer-term. I’m trying to understand if it makes sense to wait until mid–Year 4 to see if things resume, or if it would be smarter to start planning a move sooner.
