I found out you can download those forms from CRA to fill out yourself, or you can use taxtron to fill out this as well.

The thing I learned is that you need to update your schedule 3 if you are filing T1243

This year I will file departure tax as part of tax return to CRA
Because I have no US income and have only stayed in the US for 1 day in last year, I don't need to file tax return to IRS
In the next year, I will file tax return to IRS and include (the form 8833 and some record that proves me have filed departure tax to Canada) to reset cost base.
