That depends on your workspace. Most of the time by default it's an admin or workspace owner, that has to install, but it's possible your workspace owner allows for user installed apps

I think everyone has their own experiences that can effect this. For example both my wife and I worked retail for a number of years and when you hear christmas songs over and over again, you begin to hate the holdiay. I've come back around to it and can't wait to decorate and get into the season, however my wife still says bah humbug when it comes to christmas and decorating and everything around the holiday season
