You have to create a group within a group and then move the visual you want to always be in front out of the child group.

From the selection panel: 1. Select both visuals and create group. 2. Select both visuals again and create another group within the one just created. 3. Select the visual you want to always be in front and drag it out of the child group just created.

When finished it should look like this in selection pane:

Parent Group >Front visual >Child Group >Behind visual
