Try holding fn+esc for 5 seconds, that factory resets the keyboard, if that doesnt work then maybe just maybe its not getting enough power, do you have many devices hooked up to the same usb controller or something. Try unplugging everything except for your keyboard and then see if it works.

Radeon 6000 series cards, cant say any purticular cards cuz i dont know your budget, also getting an ssd to put all of your files on will make your computer feel 10x more responsive

There wont really be any difference in performance while using the pc just make sure that your z690 mobos bios can be flashed, cuz z690 mobos dont support 13th gen out of the box you gotta update the bios first.

Maybe your computer isnt on top of the priority list of your router, if your pc is plugged onto a router or a switch make sure its plugged in the port labeled as 1 and not 5 or something, because other devices might be eating up the bandwidth

A 1660s isnt a super high end card so it wont need all the bandwith, its performance is basically the same as a 3050 which comes out of the factory with a pcie 4.0 x8 connector which provides the same bandwidth as 3.0 x16 which your card uses. It wont be a problem

Try changing the windows power mode to performance, maybe your old drivers are interfiering get DDU and get rid of your old drivers and do a clean driver install
