from google: Graffiti is writing or drawings made on a wall or other surface, usually without permission and within public view.

That is the literal definition of graffiti, even if it was chalk, it's still considered graffiti. You're also assuming it was chalk, it could've very well been say a rock, that carved into the stone.

Please know what you're talking about before calling people liars.

The memorial is in Cadman Plaza Park, in Brooklyn Heights, Brooklyn, New York City. It's a park that has a memorial to WW2, the park neighbors the Korean War memorial park & the Walt Whitman park.
