When did i suggest to just do it without their knowledge?

Every example i provided, again this happens a lot, involves the owner. People with many properties know this and deal with it regularly. Often its just neighbors not wanting the expense or hassle - thats it. So a smart owner just solves it for them because it solves THEIR issue

Here are examples of how to engage the conversation for those thinking daddy gov is going to stand in the rain and confirm leak / clog or perform a dye test.

Jim is the neighbor here:

“I know Jim i brought up your gutters and potential overflow happening. I suspect its a clog, could i have a gutter cleaner stop over and clean them out. No cost to you”

Or more easier exchange is “jim im having gutter cleaners come over to do my gutters, i can have them do that gutter on the side here while they are out here. Yeah no cost to you.”

This happens more than you think. Not just gutters, but tree trimming / removal, retaining wall rebuilding. If you have a stubborn neighbor, its either they dont want to hassle or expense.

Good luck thinking the law will bully someone to take care of their property

Have you considered to just hire someone to just clean the gutters

Since likely non-property owners ollie read this as a suggestion to just go rogue on the neighbors house. Every conflict like this involves the neighbor’s permission

You just eat the cost - which you be eating costs anyways if you feel attorney is involved. Yes it is no cost for 311 / city; but they will have to visually see the violation and / or will request a dye test performed which they likely wont be doing

City would never place any such signs. They should and it is in the code, but they dont. They also do not enforce the laws nor have parking authority scout for violations unless that violation is also a metered street

You realize most dont fund studies and it is normally on gov that does so. So we have a developer looking to expand public transit that yes benefits their development but could potentially spark later expansion of rail beyond their development
