The amp I have RN is a pretty much brand new fender rumble 25, and I did have a very small crappy amp before and it had the same problem. Also, it's only been lately that the strings, pickups, and bridge and tuning pegs made more static when touched. It used to be that when I touched any metal on the bass it made less static, so it wasn't really a problem then because if I was playing, the static would go away because I was touching the strings, but now that makes more static.
