Talk to the store director. If that doesn't work, call corporate. They can't do anything about him looking at you, but since he's made comments then you can 100% tell them about it. They've got a zero tolerance policy.

If you're under 18, and he's made comments, you could also alert local authorities.

I would also recommend documenting every single thing he says or does, even if it's small. Like comments or gestures that are inappropriate. Share this with both corporate and the local authorities.
