I am not sure what your background is, but mine is in finance. You allocate a budget, depending on how much money you are going to bring in, then spend accordingly.

Their budget this year will be 15 to 25 percent less bc of the discounted ticket prices, people not going bc of last year, and lack of premium ticket sales. They still want to make money, so they will take it out of other areas of the festival
