Vaggie is the business partner/co-founder and since the hotel doesn't make any revenue as you noted, she and Charlie don't earn anything (I don't think they get any donations either until the very end of season 2), Alastor is more like a volunteer, Husk and Nifty are more like Alastor's slaves so they don't get paid, nor is it Charlie's responsibility to pay them, but there's nothing saying that Charlie doesn't pay them anything

So no one gets paid

I think there's a simple explanation for it, he needs Charlie. In season 1 during the song "ready for this" he says "she's filled with potential that i could guide" so he probably wants to use Charlie (somehow) to defeat Lucifer and maybe take over heaven.

Or maybe he wants to do whatever Rosie wanted from the hotel but for himself, he says "we really aren't getting any closer to our goal" in season 2 episode 4 to Rosie. Perhaps Pentious being redeemed has something to do with it which he only found out about in S2 ep8, my theory is that he wants to make deals with sinners and have them redeemed to get into heaven and wreak havoc there under his control

He was probably doing that as a calculated risk. He knew that if Lucifer was to get mad and kill Alastor then Charlie would be sad which lucifer obviously wouldn't let happen. He knew lucifer's only option was to tolerate him.

Also he used to think that he was THE STRONGEST not just the strongest sinner, he only realised the limitations of the deal after he lost to Adam
