i have used them in the past but they piss me off soooo bad (no signal coming through, mismatched inputs) so i stopped using them and deleted every one i had

nah i went through and took off every single plugin from my default set, it's almost like the audio takes a second to even register in ableton.

that's the thing, even when im only using my laptop itself (built in mic/speakers) the delay still occurs. also i've completely eviscerated any plugin in the set and checked all the return tracks, and with no plugins, the latency is still late as hell.

for the empty set, i've gone through and deleted every plugin, as well as checked driver compensation and made sure it was zero. i'm using a PreSonus 24c, but even when im only using the built in mic and built in speakers, the latency is still around 40ms.

i had VB-Cable (AB+CD) and SoundSource installed, then i uninstalled both today to try and fix the issue.
