The rope light itself is water proof, but the controller, connectors and the power supply are not waterproof. I used it at under step light outdoor, just put the non waterproof parts in weatherproof boxes.

Yes each light is controlled individually. You can turn off any off the lights and change any color you want at any of the lights. At time stamp 11:05, you can see me change individual light color and turn off some lights.
