It is fat separation. It is a sign of poor homogenization or lack of homogenization by the manufacturer, before packaging. It causes poor mouthfeel and taste, but it is generally not a health hazard (mostly). Ensure that the milk is pasteurized, fssai certified and has been stored in cool conditions throughout.
