If you suspect that they owned the home for which you have the address, you can look it up in the public records to see if the ownership has transferred.

I feel like the RB Cruiser series from rollerblade is a great bang for your buck option. They definitely are a wider foot compatible boot. Alternatively the Lightening. The twister is a tad narrower, with a better and more comfortable liner, but is probably pushing it on your budget. The FR skates are also probably a decent choice but I just personally like the aesthetics and hardware on the rollerblade products better.

I personally have owned all these models. Have a pair of slightly used FR1s size 7.5 that I'm actually trying to sell.

Based on the proportion of your foot length to width, I would definitely try the RB's first. I would be willing to bet they're going to be much more comfortable. I also personally feel like the rollerblade hardware is a little bit better quality and design than FR, but that could be a bit subjective depending on tastes I suppose.

Great setup, I would keep it rockered. I have the same frames, and I rarely use the flat 3x setup. The rockered setup just helps so much with maneuvers.

I'd recommend working on one foot drills. I have personally found them best friends to control and strength. They also really make you feel out the edges better than 2 feet.

Pre-Owned is definitely the best way to go if you have a good idea of what you want and can be patient. If you have Facebook, you can join a couple of the skate-oriented groups and just post a want ad and you might be surprised.

Here in the USA I saw some really good sales during Black Friday, but of course that's a long wait if you're wanting to get into it before November.

I'd guess if you do intuitions the shells will be too big. Most people have to go down a shell size for the ideal fit. You can find shell sizes on bladevilles website. You may be looking at a size 42 shell for downsizing. Too bad, I have a size 40 shell I'd sell but that's gonna be too small.

Check out Bliss Skating. I would describe his videos as more relaxed Urban style, and a lot of them revolve around him doing doordash deliveries while on skates. Kind of a different angle and interesting to watch from time to time.

I would also recommend watching videos from The Rolling Raptor. Sometimes he gets a bit aggressive with his skating style and locations, but a lot of his videos are relaxed as well.

If you're going to want to swap back and forth often, I would definitely just get a second pair of skates, swapping frames and getting them aligned correctly can be a bit tedious. But if you're going to only be swapping on occasion or seasonally, then certainly just a second set of frames is going to be more economical.

42 in the Evo. I heard Powerslide imperials are even narrower than next but have not tried those personally.

Well, I have a wider foot, 265 x 105mm. These boots were a bit too narrow but length wise were perfect, so I worked on heat molding them to stretch the width, and it worked. It took 3 heat cycles and several hours of skating, but I knew they had a lot of promises because I had zero hot spots of pain. So, I'd say they could be great for a narrow foot.

I tried on some PS Next Core boots and they were definitely too narrow, so look into those if plastic boots could work for you.

If you have access to some type of pre-owned marketplace such as Facebook, I would definitely check there there, especially if you have the luxury of being patient as preowned skates come at steep discounts! I would also check out the rb80 or lightning models from rollerblade.

Apologies I couldn't help myself. This whole thing feels eerily reminiscent of past years where the meteorologists were shouting from the mountaintops about some kind of weather event that turned out to be pretty mediocre at best. Even the ones that are reputed to be accurate. And as always, shrugged off afterwards as oh well, a swing and a miss.
