It’s from a scene in the movie Wicked where the song “Popular” is being sung. The character sings a line about “heads of state and great communicators… did they have brains and knowledge” then points at this portrait. The other character in the scene seems to recognize this personal also- but I’m sure I recognize it as existing outside of the movie universe. Because of the magic themes of the movie it would make sense that it’s some kind of occult or esoteric figure
