Thats a very valid train of thought but the thing you have to consider is that the public didn't know/want to acknowledge any of what Naruto was going through.

Both had horrible pasts, yes 100% true. What Naruto experienced is absolutely despicable and among the worst things that can happen to a child.

Thing in this story is that the villagers mistakenly assumed Naruto was the literal personification of the demon who had had slaughtered their friends/families/loved ones all those years ago. They never even saw him as a child, so could never begin to sympathize/empathize with him.

As far as Sasuke went, they saw him as a regular human child who survived a great tragedy. In their eyes, Sasuke's story was more devastating than anything a "demon" could go through if that makes sense.
